What was it that provided the impetus to improve the UK road network towards the end of the Victorian era?

Strangely no, it was actually cyclists!

Whilst substantial improvements to roads had been made in the early 19th century the advent of canal and rail transport together with hap-hazard administration meant that outside of major cities roads degenerated into nothing more than dusty tracks.

With the advent of the "safety bicycle" and pneumatic tyres in the 1880's cycling became a means for getting to work and as a hobby. Cyclists formed the Roads Improvement Association in 1886, but it was not until the turn of the century that motoring organisations joined it.

Whilst "tarmacadam" was invented and patented in 1902 at the time it was generally felt that the cost of its application on rural roads would be prohibitive, however, the process of spraying tar and applying chippings (often made from blast furnace slag) to the surface was adopted as a cost effective way of sealing roads to prevent their degradation. This process also suppressed the clouds of dust which were becoming an increasing problem with emerging volumes of petrol driven vehicles.

Tar-spraying (now bitumen) and chipping is still an important method of maintenance for roads and footpaths. Specialist Aggregates supply chippings in a variety of colours for this application.
